| Finance Director |

| DEFINITION: |
| Under general direction of the City Manager, to direct and supervise the operation of the Finance Division; to be responsible for the accounting of funds; to assist and advise in the formulation of fiscal policy and procedure; to perform administrative assignments as directed; to assist in the implementation of investment policies and procedures; and to do related work as required. |

| IMPORTANT AND ESSENTIAL DUTIES: |
| Provides general direction and supervision to Finance Division staff; has overall responsibility for the accounting of funds; assists in formulating fiscal policy and procedure; develops forms for use in financial record keeping and the financial system; reviews contracts and verifies that expenditures are made in accordance with contract terms; reviews and analyzes posting of appropriation and disbursement accounts; reviews, analyzes, and maintains financial records and systems; prepares periodic financial statements and staff reports; assists outside auditors in the annual audit including closing the books and preparing required schedules; participates in various projects (developing accounting systems and procedures, performing internal/external audit programs, analyzing and developing financial information and projections, etc.); assists in the management of the data processing system; performs specific functions of major responsibility which may include purchasing, capital improvement projects and accounting; works closely with the City Treasurer in the development and implementation of investment policies and procedures; assists in the preparation of the annual City/District budget; may represent the City at various meetings and interfaces with individuals and organizations concerning financial matters; and performs related functions assigned to the Finance Division of the Administrative Services Department. Employee is the head of the Finance Division and reports directly to the Deputy City Manager/Administrative Services Director. |

| Knowledge, Skills and Abilities: |
|
| Knowledge of: Principles, practices and methods of municipal and general accounting and data processing; computerized applications of accounting and business functions; finance administration and auditing; purchasing; investments; state and federal laws related to finance; principles of training and supervision. |
|
| Ability to: Read and interpret complex laws and ordinances; plans, organize, and direct the work of others; analyze financial and other data and prepare clear and accurate financial or narrative reports; develop necessary procedures and forms for the Finance Division; communicate effectively orally and in writing; establish and maintain effective working relationships with others. |

EDUCATION AND TRAINING GUIDELINES: Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be: |

| Education: Graduation from an accredited college or university with a degree in accounting or related field. |
|
| Experience: Five years of professional accounting experience with at least three years in municipal accounting in a supervisory position. |
|
| LICENSES, CERTIFICATES, REGISTRATION: |
|
| Licenses: Possession of or ability to obtain, prior to employment, a Class 3 California Driver’s License and a good driving record. |
