| Communications and Records Manager |

| DEFINITION: |
| Under the direction of the Administration Division Captain, supervises the operation, personnel, and equipment within the Records and Communications Units; supervises and directs subordinates in the Dispatch Bureau and Record Bureau. |
|
| DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS: |
| This classification is an exempt level supervisory position, which oversees the communications, dispatch, and police records function. |
|
| SUPERVISION EXERCISED AND RECEIVED: |
| General supervision is provided by the Administrative Division Captain; position provides direct supervision over the Police Records Specialist, Police Dispatcher and other administrative employees within the Police Department. |
|
| IMPORTANT AND ESSENTIAL DUTIES: |
| The Communictions and Records Manager is knowledgeable in the basic functions of a law enforcement office operation, record keeping, communications equipment, and data/word processing systems; develops and monitors goals and objectives for the Bureaus; prepares budget requests for the Bureaus and monitors expenditures; collects and tabulates a variety of statistics and data for departmental reports, State reports, and special projects; with the assistance of the City?s Information Technology Department, maintains a comprehensive computer aided dispatch and records management system; performs research and develops staff reports, departmental policies and procedures; assesses employee performance; manages the department?s data processing system; attends City, County and other meetings as required. |

| Knowledge, Skills and Abilities: |

| Knowledge of: Supervisory and management principles, methods, and practices, techniques of police administration and organization, budget preparation and control. |
|
| Ability to: Learn applicable laws, statutes, ordinances, court decisions and interpretations; effectively supervise personnel; research to obtain data; apply knowledge in collecting organizing and analyzing information for decision making; write clear, concise, grammatically correct reports and make recommendations; speak clearly, concisely and tactfully to individuals or groups; relate effectively to those contacted in the course of work. |

EDUCATION AND TRAINING GUIDELINES: Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be: |

| Education: Equivalent to 60 semester units of college work at an accredited institution. |
|
| Experience: Three (3) years of experience in a supervisory capacity with a background in a communications and/or data management capacity. |

| Licenses: Possession of a valid class C California Driver's License. |
