|
| DEFINITION: |
| Under the general direction of the City/District Manager, directs and supervises the staff and operations of the Information Technology, Government Access Channel (FCTV) and General Administration divisions of the Administrative Services Department; performs administrative staff functions as directed by the City Manager; and provides technical staff assistance and advice. |

| DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS: |
| This is a full-time, executive management position requiring significant administrative, analytical, and technical skills. Responsibilities include serving as director of the Administrative Services Department which includes the following functions: information and telecommunications systems, operation of the City's government access channel, telecommunications policy administration including cable television franchise administration, and other city-wide administrative and support services. Responsibilities also include night meetings and availability during non-business hours for consultation and direction regarding information technology systems and government access channel operational problems. |

| SUPERVISION EXERCISED AND RECEIVED: |
| Direction is provided by the City/District Manager in concert with City Council/District Board policies and actions. Exercises direct supervision of Information Technology Manager, Video Producer, Administrative Secretary and other clerical staff as assigned. Indirect supervision includes Information Technology staff, Video Production Technician, and any other clerical personnel as assigned. |

| IMPORTANT AND ESSENTIAL DUTIES: |
| Plans, organizes, directs and coordinates the activities of three divisions that provide a variety of internal and public services as follows: Information Technology - Provides leadership and oversight of the planning, budgeting, acquisition, implementation, maintenance and security of city-wide information management and telecommunications systems including facilities, software, equipment, communications, staffing, and training; ensures that systems development proceeds in a logical, integrated fashion; ensures the accurate maintenance of an inventory of significant IT equipment; supervises IT Manager and technical support staff in maintaining efficient operation of the City’s information and communications systems; serves as liaison to the Information Technology Advisory Committee; and serves as principal advisor to the City Council, City Manager and City staff on all long-term strategies and short-term solutions for city-wide telecommunications, information systems technology and e-Governance initiatives. Government Access Channel (FCTV) – Provides leadership and oversight of the planning, budgeting, acquisition, implementation, maintenance and security of the operations of the City’s government access channel, including equipment, program planning, program production and acquisition; ensures that the FCTV Program Plan and policies are developed and coordinated with the City’s public information and relations efforts. Telecommunications Policy Administration – directly handles all issues pertaining to the development, implementation and changes to the City’s Telecommunications Policy; ensures that telecommunications providers adhere to local, state and federal laws; works in collaboration with the Public Works department to ensure rights-of-way are managed in accordance with local policy and ordinances; administers all cable / broadband franchise agreements; advises the City Manager and City Council on matters pertaining to telecommunications issues and regulations; serves as Board member and City representative of San Mateo County Telecommunications Authority (SAMCAT) JPA. General Administration – Administers the Animal Control contract with the County and the Peninsula Humane Society and the Community Mediation Program contract with the Peninsula Conflict Resolution Center; assists the City Manager’s Department with public information and education activities as necessary; assists with city-wide policy formation and interpretation and other city-wide projects as assigned by the City Manager. |

| Attends and represents City/District at meetings and conferences; attends and presents technical information at City Council and other meetings; and leads and participates in various employee task forces and committees as requested. |

| Knowledge, Skills and Abilities: |
|
| Knowledge of: principles, practices and methods of public and/or business administration as applied to local government, staff supervision and training, municipal finance and personnel administration, city department functions and organizational objectives, and municipal government information and telecommunications planning and development; trends in information technology as applied to business and government operations; technical requirements for information technology systems design, integration and support; television media as a means of communicating with the public; local, state and federal regulatory matters concerning telecommunications; and principles, practices and methods of project management and policy development and implementation. |

| Skill in: budget analysis and preparation of cost projections and cost-benefit analyses; managing complex technical projects; and providing or securing technical assistance for hardware, software and communications problems. |

EDUCATION AND TRAINING GUIDELINES: Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be: |

| Education: Graduation from a recognized college or university with a B.S./B.A. degree in Business/Public Administration, Computer Science or a closely related field with course-work in technology related subjects. A Master's degree is preferred. |
|
| Experience: Five (5) years of increasingly responsible experience in private or public sector administration, with responsibility for information technology, telecommunications, finance or other related administrative functions, with at least three (3) years of management level experience. Experience in the planning and implementing of information technology projects is preferred. |
|

| Ability to learn, retain, interpret and communicate technical and complex information, terminology, policies and procedures; work effectively with a wide variety of people; maintain composure under difficult circumstance; provide support and leadership to city department staff; manage project demands, priorities, costs, and time lines to meet service requirements; and communicate views and concerns of the public, city employees, and representatives of other agencies to the City/District Manager. |
